Job Description:

The Alaska Oil and Gas Conservation Commission (AOGCC) is currently recruiting for a Statistical Technician II.

This position validates and maintains data in various specialized Microsoft Office databases and spreadsheets received on agency required forms; answers operator letters and emails received; maintains production/injection, reservoir pressure, sundries for well work and completion sections of forms and AOGCC’s Risk Based Data Management System (RBDMS); prepares, amends and revises production/injection, reservoir pressure, sundry, and well completion forms; validates production/injection, reservoir pressure, and completion reports received from the operators; compares operators shut in well reports versus AOGCC production databases; maintains and prepares production/injection reporting forms for archive filming; prepares the “Annual Production/Injection Volumes for Allocation of Regulatory Cost Charge” database and reports; and provides data and reports from the databases and spreadsheets to the agency staff members and the public.

Key responsibilities:

  • Safeguarding confidential and sensitive information;
  • Maintaining production/injection and well work databases;
  • Preparing reports for AOGCC use and public dissemination;
  • Revising and updating forms that operators must submit to the AOGCC;
  • Responding to public records act requests;
  • Answering operators’ questions regarding proper way to complete forms and submit data; and
  • Working cooperatively with other AOGCC personnel.

Desired Qualifications:

  • Must possess exceptional reliability, trustworthiness, and the absolute ability to safeguard confidential and sensitive information;
  • Must possess the ability to prioritize work load with little or no supervision;
  • Must be able to plan and accurately perform complex statistical studies which include the maintenance and use of computer based programs, and present information to AOGCC engineering and geologic staff in support of regulatory decisions;
  • Must have excellent computer skills, especially in applying the Microsoft Office Suite tools to work responsibilities, with specific regard to Excel and Access;
  • Must have the ability to communicate clearly and concisely; both verbally and in writing, while applying good judgment and diplomacy in all aspects of the job;
  • Must have the ability to work cooperatively and constructively with highly varied teams and individuals, as well as the public;
  • Must possess the ability to independently multi-task (handle multiple databases interactively; work multiple projects with often competing deadlines; etc.);
  • Must have the ability to independently evaluate information requests from AOGCC staff, industry, government agencies, and the public, and decide how best to respond to the request where statistical data is a key part of the response;
  • Must use good judgment and initiative in absence of standard guidelines regarding choosing and applying appropriate statistical analyses;
  • Must have the ability to reason logically and accurately, and to draw valid, supportable conclusions; and
  • Must be innovative, analytical and observant.

Minimum Qualifications:

Three semester hours from an accredited college in computer programming or database/spreadsheet/ statistical software operation.
AND
One year of experience in routine technical statistical work in the collection, compilation, and analysis of statistical data equivalent in kind and level to Statistical Technician I with the State of Alaska.

Substitution: Twelve semester hours of statistics, mathematics, computer science, data processing or closely related course work from an accredited college can substitute for the experience.
